NeighborWorks Foreclosure Counseling Efforts Receive Boost from $180-Million Appropriation

NeighborWorks America was named in the FY2008 Consolidated Appropriations Act to administer a $180-million national mortgage foreclosure mitigation counseling program. Under the legislation, NeighborWorks will make grants to housing counseling intermediaries approved by the U.S. Department of Housing and Urban Development and to qualifying state housing finance agencies, and will provide foreclosure counseling training courses.

NeighborWorks Organizations Across the Nation Help Consumers Avoid Losing Their Homes

As the number of foreclosures continues to rise to unprecedented levels nationwide, NeighborWorks network organizations are aggressively building their capacity to respond to homeowners in crisis. In states such as Maryland, Florida and Minnesota, network organizations are working with financial institutions, as well as state and local agencies to ensure consumers have a range of options available to them. These include training and hiring more counselors and offering assistance such as no-interest loans to give immediate relief.

While foreclosure counseling has been a priority, many network organizations are also ramping up their efforts to prepare homebuyers for sustainable homeownership. In San Jose, for example, NeighborWorks member South County Housing has launched a campaign that helps low- to moderate-income people establish multi-year savings plans and guides them through fixing credit problems. Meanwhile, NeighborWorks America CEO Ken Wade is working with all levels of government to respond to the mortgage crisis. Most recently, at the January 23-25  Winter meeting of the U.S. Conference of Mayors in Washington D.C., Wade urged the mayors to contact their State Housing Finance Authorities to ensure their cities' counseling agencies are aware of funding available through the National Foreclosure Mitigation Counseling program. He also offered mayors the opportunity to partner with NeighborWorks to film public service announcements as part of our foreclosure awareness campaign with the Ad Council, and informed them of NeighborWorks' effort to develop a model by which Real Estate Owned properties can be strategically returned to the market, and targeted to a pipeline of mortgage-ready customers.

Housing Groups Announce the Endorsement of National Industry Foreclosure Counseling Standards

The National Industry Foreclosure Counseling Standards, created by a group of leaders from lending institutions, community development organizations, real estate and mortgage insurance companies, and the secondary mortgage market, were released earlier this month. The new standards aim to increase the professionalism, consistency and quality of service delivered by organizations and counselors providing assistance directly to consumers in delinquency and foreclosure.

Jayna Bower, director of the NeighborWorks Center for Homeownership Education and Counseling (NCHEC) that convened the industry leaders said, “By carefully measuring the needs of the counseling industry and mortgage borrowers in responding to the foreclosure crisis, the Advisory Council thoughtfully developed these performance standards — keeping in mind how they will strengthen the confidence homeowners will have when discussing the details of their personal financial situation with a counselor.” View news release.

 
HomEq Servicing Joins with NeighborWorks to Help Prevent Home Foreclosure
NeighborWorks is pleased to announce that HomEq Servicing has joined other leading members of the financial, mortgage, insurance and nonprofit sectors in a partnership to provide struggling borrowers with alternatives to foreclosure. “We are very pleased to announce our support of NeighborWorks and look forward to a collaborative effort to provide distressed homeowners with additional resources and guidance to prevent avoidable foreclosures," said Art Lyon, HomEq CEO. 370,000 Homeowners Assisted in the Second Half of 2007
The HOPE Now Alliance, which includes NeighborWorks America, announced that it negotiated new repayment plans for 250,000 homeowners and helped modify terms of 120,000 loans last year. Nine of the largest servicers handling 4.1 million loans, or approximately 58 percent of the outstanding subprime loans of September 2007, provided the data for the study. View news release. [PDF]
 

'Out Front and In Sync': Community Development Leadership in the 21st Century

NeighborWorks America Management Consultant Keith Getter examines the changing role of community development leaders in an article published in Shelterforce, the journal of the National Housing Institute. According to Getter — who coauthored the piece with Leonardo Vazquez, executive director of The Leading Institute — community development leaders today face a wider range of challenges, complexities, and contradictions. The successful community development organization today, according to the writers, is a dynamic blend of several organizational models: charity, small business, advocacy group, public relations firm, planning and research agency, and — often — developer, builder, and real estate agent.  Read article "Out Front and In Sync."

 
'Beyond the Farm': The Unique Challenges of Rural CDCs

On the surface, the practice of community development looks roughly the same in any community or neighborhood, but practitioners of community development in rural areas can attest to profound differences between their work and that of their urban counterparts. NeighborWorks Rural Initiative Director David Dangler says it’s not that the core functions of organizing, planning, and implementation are dissimilar, but seen through the rural lens they become markedly different experiences. New Farmworker Housing Projects Open Despite Growing Challenges
Network organizations such as Cabrillo Economic Development Corporation (CEDC) in Ventura, California and Rural Opportunities Inc. in Rochester, New York, are using multiple sources of funding to provide housing for farmworkers, some of the hardest-working and lowest-paid people in the nation. CEDC just completed the $8.3-million Vista Hermosa apartment complex, the first for farmworkers in Santa Paula. CEDC has built or rehabilitated 360 homes for agricultural workers in Ventura County and in the next three years, the nonprofit developer will near the 600-unit mark. Rural Opportunities, Inc., also has developed some projects exclusively for farmworkers. It's about to break ground on a

NeighborWorks HomeOwnership Centers of Vermont Offers Loans
for Well, Septic Repairs
NeighborWorks HomeOwnership Centers of Vermont has launched a new program — the Vermont Home Loan Fund — that will offer low-interest loans to help income-eligible homeowners repair or replace septic or water well systems. Funds for the loan program were supplied by three state and federal sources.

Three quarters of a million dollars is available through the program: $250,000 for water wells from the USDA rural utilities program and $500,000 for septic systems from the Vermont Agency of Natural Resources. Another $750,000 for both water wells and septic systems is made available through the Vermont Community Development Program. View article in Reformer.com.

Pennsylvania Senator Bob Casey Visits NHS of Western Pennsylvania to Support Foreclosure Avoidance, Mortgage Counseling Assistance

In a visit to Neighborhood Housing Services of Western Pennsylvania, the first NeighborWorks organization in the country, U.S. Senator Bob Casey (D-PA) announced the $180-million National Foreclosure Mitigation Counseling program to help families avoid foreclosure and stay in their homes. Senator Casey also announced a drive to educate nonprofits in Pennsylvania about the availability of and the need to apply for these funds.

"The mortgage crisis is threatening the American Dream for too many families and hurting our economy,” said Senator Casey. “This mortgage counseling assistance will help keep families in their homes and help to stabilize our neighborhoods and economy."

The $180 million initially supported by Senator Casey, Senator Chuck Shumer (D-NY) and Senator Sherrod Brown (D-OH) was signed into law in December as part of the Consolidated Appropriations bill. NeighborWorks America administers the program. Learn More.

 
Paul Poston Joins Board of Directors for Federal Reserve Bank of Cleveland

NeighborWorks America Great Lakes District Director Paul Poston was recently appointed to the local board of directors for the Federal Reserve Bank of Cleveland. The Federal Reserve Bank of Cleveland, with offices in Cincinnati and Pittsburgh, serves the Fourth Federal Reserve District, which includes Ohio, western Pennsylvania, eastern Kentucky and the northern panhandle of West Virginia. Bank of America Charitable Foundation Seeks Nominations for Neighborhood Excellence Initiative Awards

The Bank of America Charitable Foundation has announced the fifth year of the Neighborhood Excellence Initiative (NEI), its signature philanthropic program. This year NEI will be expanded to Detroit, Michigan, bringing the program's reach to 45 communities.

Over five years, the Bank of America Charitable Foundation has committed over $90 million globally to the NEI program and will give over $20 million in 2008 alone. NEI recognizes organizations, individuals, and students who have shown a commitment to improving and revitalizing their communities.

The Bank of America Charitable Foundation is currently accepting nominations for these awards. Submissions for Student Leaders are due no later than February 29, 2008. Submissions for nonprofit organizations and individuals are due no later than June 27, 2008. Learn more.

 
Home Depot Foundation Issues RFP for "Affordable Housing Built Responsibly" Grants - Deadline March 1

The Home Depot Foundation is accepting applications for funding to support projects that result in the production, preservation, or financing of housing units for low- to moderate-income families that address as many of the following considerations as possible:

  • resource efficiency in design, construction, and operations
  • minimizes the depletion of natural resources, including timber and water
  • designs and installs landscaping features such as trees and shrubs, that minimize demand for water and synthetic chemicals and reduce heat island effect
  • reduces maintenance costs using innovative and durable materials
  • uses more environmentally friendly building materials
  • site planning with minimal environmental impact
  • energy-efficiency and renewable energy use
  • indoor air quality improvement, including moisture control and proper ventilation
  • ensures smart site planning and land use

Letters of intent should be received by March 1, 2008 and full proposals are due by May 15, 2008.  Learn more.

 
Hitachi Foundation Business and Communities Grants
Funding is available from the Hitachi Foundation to support business-community partnerships that enable economically isolated people to retain and advance in their jobs, earn living wages and accumulate savings and assets. Priority is given for projects that:
  • Leverage foundation support with other funding sources;
  • Can be replicated;
  • Focus on small to medium-sized businesses in business sectors that traditionally employ low-wage workers (ie. health care, hospitality, food service, apparel, other manufacturing).
Nonprofit organizations seeking support through the Foundation's Business and Communities Grants Program must first submit their project ideas through an online inquiry system. Proposals may only be submitted at the Foundation's invitation. Learn more.

NeighborWorks Increases Foreclosure Counselor Training

NeighborWorks America recognizes the critical role professional homeownership educators and counselors play in stemming the foreclosure crisis. Throughout 2008, the NeighborWorks Center for Homeownership Education and Counseling (NCHEC) will deliver a significantly increased amount of time-sensitive training to counselors on the front line – at NeighborWorks Training Institutes and locally, in cities across the country.  Course topics target the needs of all counselors, from fundamental classes such as Foreclosure Basics and Introduction to Housing Counseling to Advanced Foreclosure: Case Study Practicum and Advanced Residential Lending. Practitioners can also obtain certification through a series of courses beginning with the 5-day Foreclosure Intervention and Default Counseling Certification, Part I. (A pre-entrance exam is required.)  Numerous scholarships opportunities are available. Stay in the loop about upcoming training sessions.

NeighborWorks America's Achieving Excellence Program is looking for the next group of inspired individuals to lead their organizations and communities into performance-driven change. Approximately 50 experienced leaders from community development organizations will be selected to participate in this highly innovative and challenging program, made possible by a grant from Fannie Mae and created in collaboration with Harvard University.
