One year after the National Foreclosure Mitigation Counseling (NFMC) Program’s commencement, NeighborWorks America is pleased to report that, as of February 18, 2009, the program has provided 315,410 struggling homeowners with foreclosure prevention counseling. This is 68 percent of the goal for the first funding round!

NeighborWorks America released its second report on homeowners receiving counseling through the NFMC Program. The report covers counseling activity reported by program grantees between March 1, 2008 and January 15, 2009. The report looks at the reasons clients are defaulting, monthly mortgage payment, demographic information, geographic location of clients receiving NFMC Program counseling, and the challenges counselors face when working with clients. The report also shows that in calendar year 2008, 3,264 scholarships were awarded to nonprofit staff members who provide foreclosure counseling, and 1,825 certificates of completion have been earned in the online Foreclosure Basics course. | Leadership on Homeownership Counseling Promoted as Key Role for CDOs at NeighborWorks Symposium on Homeownership |
|
On February 18, the day that President Obama announced his landmark Homeowner Affordability and Stability Plan, community development organization leaders were gathered in Atlanta for a NeighborWorks Symposium on Preparing Organizations to Lead in the New Era of Homeownership.
President Obama’s plan to curb foreclosures and stabilize communities was timely and welcome to participants, who watched it live. They had just wrapped up a provocative roundtable discussion on the challenges and opportunities facing community development organizations during this volatile time in housing. For many, the preventative measures in the president’s plan aligned well with the roundtable discussion, which settled on a need to preempt future waves of foreclosure, mainly through more aggressive counseling efforts. | NeighborWorks America Invests $230,000 into Green Residential Rehabilitation Projects that Focus on Energy Conservation |
| NeighborWorks America today announced that as part of its goal to advance energy efficiency and environmental quality of affordable residential housing that it invested $230,000 in targeted residential rehabilitation projects in 12 states. The rehabilitation efforts supported by the NeighborWorks investment will create higher level energy and water conservation retrofitting for 500 owner-occupied homes thereby helping these households achieve better savings. The investments were made to 15 local nonprofit organizations that are chartered members of the NeighborWorks network. Read press release. |

NeighborWorks America Works to Thwart Foreclosure 'Rescue' Scams
Offers Consumers Tips to Avoid Being Scammed |
| NeighborWorks America announced that it filed two trademark complaints with online search engines in an attempt to protect consumers from falling prey to foreclosure rescue scams. The trademark complaints filed by NeighborWorks sought to remove online ads paid for by so-called mortgage rescue companies that used the NeighborWorks name and logo and offered foreclosure help for a fee. The companies have no affiliation with NeighborWorks. The trademark complaints were the latest of NeighborWorks’ efforts to help ensure that homeowners in danger of foreclosure receive the help they need to avoid foreclosure. Learn more. |

| NeighborWorks® America CEO Ken Wade and National Homeownership Programs Director Marietta Rodriguez joined the HOPE NOW alliance to kick off ‘Bringing Hope Home,’ a foreclosure prevention campaign with Golden Globe and Grammy Award winner and Oscar nominee Queen Latifah, multi-platinum recording artist and actor Wyclef Jean, and New York/New Jersey radio personality and actress Angie Martinez, while participating in a bus tour of Newark, N.J. | NeighborWorks Center for Foreclosure Solutions Receives Donation from Smith Barney |
NeighborWorks Center for Foreclosure Solutions announced it has recently received a donation in the amount of $50,000 from Smith Barney. This contribution was awarded to help support foreclosure intervention and prevention strategies. The NeighborWorks Center for Foreclosure Solutions (The Center), a major program initiative of NeighborWorks America, was launched in 2005. The Center was created to preserve homeownership in the face of rising foreclosure rates.
Ken Wade commented, "We are delighted that Smith Barney is supporting the Center’s efforts to help families avoid foreclosure. The Center’s work has already made a difference for thousands of struggling homeowners and the substantial contribution from Smith Barney will enable many more families to find a solution that works best for them.” Read more. |

| HUD Allocates More Than $10 Billion of Recovery Act Funding |
| The U.S. Department of Housing and Urban Development (HUD) on February 25 allocated nearly 75 percent of its funding, or $10.1 billion, made available through the American Recovery and Reinvestment Act of 2009. The Recovery Act includes $13.61 billion for projects and programs administered by HUD, 75 percent of which was allocated to recipients today — only one week after President Obama signed the Act into law. Treasury Department Touts Expanded Tax Credit for First-Time Homebuyers
Credit Offers Up to $8,000 to Qualifying Taxpayers Now

| In an ongoing effort to deliver on swift implementation of the Obama Administration's recovery, stability and affordability plans, the U.S. Department of the Treasury touted today the availability of an expanded tax break for first-time homebuyers — a provision under the American Recovery and Reinvestment Act of 2009 that will make up to $8,000 available now to qualifying taxpayers who buy homes this year. | Revisiting the Community Reinvestment Act: Perspectives on the Future of the Community Reinvestment Act |
|
In the wake of the current mortgage crisis and declining economic environment, significant focus has been placed on the Community Reinvestment Act — first by those who blamed CRA for the current crisis, and then by those who see a revised CRA and other regulatory reforms as a way to avoid future mortgage melt-downs. There are also those who have reflected on how drastically the financial services industry has changed in recent years and think that CRA has not kept up with these changes.
The Federal Reserve Banks of Boston and San Francisco have jointly published Revisiting the CRA: Perspectives on the Future of the Community Reinvestment Act, which documents how much the industry has changed since CRA was passed in 1977 and offers a series of proposals for CRA reform. The recently published report can be accessed on the Web sites of both the Federal Reserve Bank of Boston and San Francisco.

Smart Growth Implementation Assistance 2009 Request for Applications

The Development, Community, and Environment Division in EPA’s Office of Policy, Economics, and Innovation is seeking applications for technical assistance from communities that want to incorporate smart growth in their future development to meet environmental and other community goals. Eligible entities are tribal, local, regional, and state governments, and nonprofit organizations that have a demonstrated partnership with a governmental entity. EPA plans to assist three to five communities over a period of twelve months. The Agency anticipates announcing the selected communities in fall of 2009. | The Bank of America Charitable Foundation’s Neighborhood Excellence Initiative is accepting applications for 2009 awards. This program recognizes and rewards individuals and organizations making a difference in communities across the country, and is divided into three categories: Neighborhood Builders, Local Heroes, and Student Leaders. The student leaders program recognizes high school juniors and seniors identified as exemplary young people with a passion for improving their communities. The Neighborhood Builders award funds up to $200,000 for operating support. The Local Hero’s award is $5,000 to eligible charitable organizations.
